Despite Evidence, Police Refuse to File FIR – Victim Runs from Pillar to Post for Justice
Dehradun. A shocking case that raises serious questions on women’s safety and law enforcement in Uttarakhand has come to light. A woman from Kerala has accused a man from Tehri Garhwal of raping her under the pretext of marriage and cheating her of ₹5 lakh. Despite repeated complaints and submission of evidence, the victim alleges that the police have refused to register her FIR, leaving her to struggle endlessly for justice.
According to the victim, Reshma John, she met the accused, Ashish Singh Panwar, about two years ago in an overseas assignment where they worked together in Armenia. The accused won her trust by continuously promising marriage and, on that assurance, she not only gave him money but also consented to physical relations. Reshma claims that Ashish took her to several hotels in Delhi and Haridwar, where he exploited her sexually under false promises of marriage.
Assault in Haridwar Hotel
Reshma has highlighted a shocking incident that occurred on 20th July 2025 at “Hotel Aarti” in Roorkee, Haridwar. She alleges that Ashish not only established physical relations with her but also assaulted her, smashed her mobile phone, and fled from the spot.
Preparing to Marry Another Woman
The victim has further alleged that Ashish is now preparing to marry another woman. She says this betrayal has left her in deep mental trauma, emotional distress, and social humiliation.
Police Denying Action
Despite submitting hotel records, call details, and other supporting evidence, Reshma claims that the police have refused to lodge a case against the accused. She has appealed for immediate registration of an FIR and the arrest of the accused, but no action has been taken so far.
Accused Absconding, Family Shielding Him
The accused, Ashish Singh Panwar, is said to be absconding, and according to the victim, his family members are also making efforts to shield him. Till now, no concrete trace of him has been found.
Questions Raised on Administrative Action
This case is not just about the exploitation of a woman but also raises serious concerns over the functioning of law and order and the police administration. Despite the victim presenting substantial evidence and repeatedly appealing for justice, the reluctance of the police to act has shaken public confidence in the system.
